Creating a new downtown for
a capital city

Amman needed a modern city center—one that reflects its identity while integrating seamlessly with the existing urban fabric. For Al Abdali Investment & Development, the challenge extended beyond design to orchestration: defining the vision, frameworks, and infrastructure for a district of this scale while coordinating multiple interdependent assets, stakeholders, and timelines.  The project comprises a $3.5B mixed-use development spanning 750,000 m² of land and over 1,000,000 m² of built-up area, including hotels, serviced apartments, retail, offices, and major public infrastructure.  Consertus was engaged to lead this effort, bringing planning, design, engineering, and delivery together under a fully integrated model.

One lead partner across the full development life cycle

The challenge was immense: How do you design an entirely new urban district at this scale? How do you establish the regulations, infrastructure, and landmark buildings that will define a capital city’s future while managing the complexity of multiple interdependent contracts, disciplines, and delivery timelines across a $3.5B program? Consertus served as lead consultant across planning, design, engineering, and delivery—supporting the project from concept through construction. Across each phase, a single, integrated team maintained alignment between design intent, engineering execution, and on-site delivery.

  • Master planning & regulatory framework: Defined the district vision, development controls, and planning guidelines governing every plot
  • Infrastructure engineering & supervision: Designed and oversaw construction of roads, utilities, and core infrastructure systems
  • Catalyst developments: Delivered two landmark mixed-use assets:
    • The Boulevard: 237,000 m² mixed-use destination
    • Abdali Mall: 234,000 m² retail and residential complex
  • Connectivity infrastructure: Designed the Shmeissani Interchange to resolve congestion and connect the district to the wider city
