The Illinois Department of Transportation (IDOT) is responsible for the design, construction, and maintenance of the state’s transportation network, including more than 16,000 miles of highways and nearly 7,800 bridges. District One, covering the Chicago metropolitan area, is the busiest region in Illinois, serving millions of daily travelers. Consertus was selected to provide district-wide construction engineering and inspection services for IDOT District One.

Aging infrastructure
creates pressure
With a high concentration of aging infrastructure, District One faces constant pressure to maintain safety, accessibility, and mobility while delivering a large volume of roadway and bridge improvement projects. IDOT required a trusted partner to provide Phase III Construction Engineering services across multiple simultaneous projects, ranging from pavement resurfacing and ADA upgrades to complex bridge replacements.
Our role included daily inspection, constructability review, ADA compliance oversight, and project closeout support. The breadth of assignments spanned resurfacing, safety countermeasures, joint sealing, drainage improvements, and major bridge replacements.
For example, the Consertus team provided design review for the $22M Ridgeland Avenue bridge replacement over I-290, ensuring ADA accessibility improvements and safe traffic staging throughout construction.
At the same time, our team supported smaller yet critical efforts such as pavement patching and ADA upgrades on 47th Street, and crack and joint sealing along Roosevelt Road (IL-38). This flexible, district-wide approach enabled IDOT to deliver improvements across multiple counties without compromising quality or schedule.
